The red tape of fixer is a common term in the Philippines which refer to the person or process of paying a specific person in order to process certain documents on behalf of the one who needs it. This kind of transaction is very rampant in the country especially in government offices, in fact, it could already be considered as part of our culture as no matter who is the President, red tape and fixer will no longer be curbed.
But as what the saying goes “walang maloloko, kung walang magpapaloko,” these fixers will not have a monkey business if people will not get their services. But sadly, many Filipinos still opt to avail the services of the fixers for their own convenience.

Just like what happened to this Japan-based Overseas Filipino Worker (OFW) who seeks the help of veteran broadcaster Raffy Tulfo to complain about a city hall employee who extorted them a huge amount of money in exchange of processing their property documents.
According to Josefina Nicosia, Dory Pallera asked for a whopping P255,000 in exchange of lining up and processing the property documents on her behalf, Josefina gladly paid for it for her own convenience, but after almost a year, the job is still left hanging.
When the program contacted Noel Pallera a Tax Mapper from Las Piñas City Assessor Office, he denied that his wife Dory is a fixer; he explained that he is just helping to make Josefina’s life easier. Dory, on the other hand, offered to just return the money immediately to avoid further scandal.
Because of this, Tulfo also lectured the complainant and the rest of the Filipino people who are so used to availing the service of fixers to avoid a hassle.
“Alam niyo yung mga taong katulad ninyo ang dahilan kung bakit lumalaganap ang fixer. Kayo po ang nagbibigay ng trabaho sa mga fixer, kasi kung wala ang mga katulad ninyo na ayaw pumila, ayaw dumaan sa butas ng karayom at dinadaan sa pera-pera para malaktawan yung proseso, ‘yan po ang dahilan kung bakit dumadami ang mga fixer, kayo po ang may kasalanan din,” Tulfo said.
During their confrontation, Dory became emotional saying that because of this complaint she lost her job.
“Nagkamali lang ako ng taong pinag-abutan ng pera, natural po pag naglakad tayo may perang involved ‘di ho ba? Hindi naman tayo pwedeng lumakad ng walang dalang pera, ‘yan ang proseso ng City Hall, maabutan ka lang ng konti. Ngayon nilapit kayo sakin, tulungan ko kayo, hindi ko akalain na kao ngayon ang makapagpapatanggal sakin,” Dory said.
When Tulfo’s staff requested for Josefina and Dory to shake hands before ending the settlement, Dory refused and said “Hindi na ho, sinira niyo na ang buhay ko.”
