A video posted by the Manila Bulletin immediately went viral after it gained a lot of reactions from the netizens.
The incident was caught on camera by Victor Bagatcholon III. The video instantly gained almost 17,000 shares and 600,000 views in a few hours after its posting due to the comments and reactions of angry netizens.
In the video, it seems like the vehicles on the road were experiencing a heavy traffic. The vehicles were not moving, including the jeepney that a group of youth decided to victimize.
Around 12 to 15 children and teenagers approached the said jeepney and forcefully entered the vehicle. After that, a commotion happened inside the jeepney. As the perpetrators descended the vehicle, they already carried some items they stole from the passengers.
At one point, it seems like even the children were having a quarrel among themselves.
According to the original uploader of the video, some of the children even showed aggression towards one of the passengers, which is a mother who was with her little child during that time.
The perpetrators also punched one of the passengers from outside the jeepney.
From the video, you could here some people telling the driver to do something about the situation. But nobody, even traffic enforcers, responded to the incident. It seems like nobody was there to mediate the situation and reprimand the young perpetrators for what they were doing.
According to Victor Bagatcholon III, the perpetrators were assumed to be “rugby kids” or those who sniffed rugby as an alternative to illegal substances.
This type of children is oftentimes seen loitering the streets asking for alms from the passersby. In some cases, these children are said to be a part of syndicates responsible in committing illegal activities, especially robbery.
Many netizens commented on the video and expressed their disappointment to the children involved. But most of them also criticized Senator Kiko Pangilinan.
Sen. Pangilinan authored and forwarded the Republic Act 9344 or the Juvenile Justice and Welfare Act which sets the minimum age of illegal offense liability to 15 years old, meaning perpetrators under 15 years old will not be apprehended.
Duterte already criticized this law and Pangilinan himself saying that this exemption of young perpetrators only produces people with offender minds.
