Despite President Rodrigo Duterte’s efforts to boost their morale by increasing their salaries and giving them enough benefits, some policemen are continuously engaging into illegal activities like extorting money from civilians which is on top of these anomalies.
A truck driver recently seeks the help of veteran broadcaster Ben Tulfo also known as Bitag to complain about the notorious corruption happening in Manila. The truck driver whose name was not disclosed confessed that he is aware that trucks are not allowed to pass certain service road, but they do this to avoid heavy traffic and keep their vehicle mobbing even during truck ban houses.

However, as they pass a specific road in Manila, they are always flagged down by notorious cops who are just extorting money ranging from P500 to P2,000 in exchange for not getting a traffic violation ticket.
Bitag team held a surveillance along Dimasalang Road in Lacson Avenue where they witnessed and recorded how these “kotong cops” perform their illegal activities. When the program showed the footage to Manila Police District (MPD) Chief Supt. Isagani Francisco Genabe, he felt disappointed and immediately ordered an entrapment operation for the two kotong cops.
Two policemen then disguised as a truck driver and porter drove on the said road where they were flagged down by one of the kotong cops, the disguised porter hop off the truck and tried to negotiate with the police officer. When he attempted to hand over the P200 marked money to the police officer, he refused to take the money and said that the amount was too small and demanded P2,000 instead.
Then they crossed to the other side of the street to continue their negotiation, but as soon as he was able to hand over the marked money, other officers stormed their way and captured the kotong cops.
One of the officers identified as PO3 Priscillo Tungol of MPD Traffic Enforcement Unit even attempted to hold his gun but was stopped by a fellow policeman, meanwhile, the other suspect identified as Louie Salva a traffic enforcer of Manila City Hall tried to escape but was also captured by authorities.
One of the suspects was able to escape, but Tungol and Salva said that he is an officer under the Metropolitan Manila Development Authority (MMDA).
