It may sound cliché, but our National Hero Dr. Jose Rizal was right when he said that the youth is the hope of this nation, so our role as parents is to teach them not just to do good in terms of academics but also raise them with a kind and compassionate heart.
But Dr. Jose Rizal will surely not be pleased once he saw this viral video of two minors under the influence of illegal substance roaming around one of the busiest highways in the country and casually hopping on vehicles.

In the video that was captured by the CCTV of Metropolitan Manila Development Authority (MMDA), at least two so-called “batang hamog” or street children could be seen roaming around the stretch of EDSA and casually riding on top of a public utility taxi while getting stuck in traffic.
The two topless boys are seemed at ease while on top of the vehicle and enjoying the view of other vehicles around, they did it in the most casual manner as if they are doing it on a regular basis.
In an interview with MMDA Supervising Officer for Special Operations Bong Nebrija, he confirmed that they already alerted their care unit for this kind of incident while the Makati Action Center also took immediate action to resolve this kind of situations.
Nebrija also confirmed that the young boys in the video are under the influence of solvent, a liquid solution that actually gives the same “high feeling” that like of using an illegal substance.
Meanwhile, MMDA General Manager Jojo Garcia also said that they already seek the help of other government bodies for the immediate rescue of street children and solvent boys roaming around EDSA.
Once captured, these children will be under the custody of the Department of Social Welfare and Development (DSWD).
“Ang MMDA ay tumutulong s apag-rescue ng mga batang hamog pati na rin ng ibang street dwellers. Aiin po silang itine-turn over sa DSWS after natin sila makuha sa lansangan,” Garcia said in a statement.
Because of this rampant incident involving the so-called solvent boys and batang hamog, authorities advised the motorist to always lock their vehicles while traveling to avoid unfortunate scenarios.
“Payo natin sa mga motorist na mag-ingat at panatilihin lagi naka-lock ang mga pinto ng sasakayan para maiwasan ang anumang hindi magandang pangyayari sa kalsada,” Garcia added.
