Last March 2015, MMDA officially announced the implementation of Republic Act No. 10586 or the Anti-Drunk and Drugged Driving Act of 2013. The implementation served as a dry-run to test their 150 units of breath alcohol analyzers or the ‘breathalyzers.’ These units will be used with drivers who are suspected to be driving under influence (DUI) either alcohol or any illegal substance. On October 3, 2018, a man named Celso Calacat became a victim of a hit and run caused by DUI.

Celso Calacat was working as a parking attendant along Tomas Morato Avenue when the horrid incident occurred. A concerned netizen, Leslie Anne Dehghan captured the aftermath of the incident.

 

Celso was assisting a car near the corner of Tomas Morato and Scout Fuentebella when a BMW X5 suddenly hit him. Allegedly, he was dragged 30 meters away from where he was initially hit. Bystanders claim that the suspect did not have a second thought and tried to escape.

Doctors who happened to pass by tried to revive Celso via CPR. Eventually, he was brought to a hospital where doctors said that he had already gone before he even arrived at the hospital.

 

Regarding the offender, he was immediately intercepted by law enforcers near EDSA GMA 7, allegedly 3 minutes after the hit. P03 Joel Avizo of the Quezon City Police District Traffic Sector 4 revealed the suspect’s identity as Ed Christopher Siquian Go, a board member of the Isabela provincial government and son of the province’s second district Rep. Ana Cristina Siquian-Go . According to him:

 

“He was suspected of driving under the influence of alcohol upon apprehension. We decided to bring the suspect to Jose R. Reyes Hospital for Alcoholic Test, of which he tested positive.”

 

 

 

Besides the hit-and-run charges, Go will also be charged with reckless imprudence resulting in homicide. He also violated the Anti-Drunk Driving Law which he will be held liable for. As of writing, the police is still to officially file a case against the suspect.
